Fuel pump ON with ignition OFF 3.2 Carrera

Hi,
Is it normal for the fuel pump to be on if ignition if off? Today I disconnected one of the fuel lines running to the fuel filter such that I could drain the old fuel out of the car. The fuel pump started running as soon as I connected the battery with the ignition OFF. This seems bizzare. I then went to have a look at the power coming out of fuse #6 from the left, there was no voltage measurement from that fuse bar. Is it possible that the pump was hot wired?
