Any mechanic should at least set your CO correctly with proper tools, if then still your smog test fails it depends on which values are exceeded, HC, NOx etc.
And the value of the initial CO depends on your model, maybe you should tell us what 3.0 model you are driving, maybe a 930.16 or 930.07? Here inital CO is 0.4-0.8 which will be brought to stoich/lambda1 if your ECU system works properly.

I have a 83 911SC. Rebuilt engine has approximately 1000 miles. Refurbished fuel distributor completed at the time of rebuild. The engine is stock. The Smog Check shows no problem with Catalytic Converter, Vacuum lines to sensors/switches, ignition timing, wiring to sensors, fuel evaporative controls, carb/ fuel injection other emission related components, oxygen sensor, liquid fuel leaks. The ASM shows CO% as follows: MAX 0.99 AVE 0.14 MEAS 2.30.
Thanks

So your 83 SC in an emission controlled area shurely gots a 930.16 engine.
But a measured value of 2.30 is far too high, even if the Catalysator would be removed!
I guess your initial CO seeting is not between 0.4 and 0.8 %CO and additionally your lambda regulation does not work or its even switched of cause of maybe an unplugged or flawed OX sensor?
