Looks like a smog pump to me.
but I have never seen one with keys before? It must be smog valet key?

Default Emission Control Equipment

The items shown are a pieces from the air injection system (air pump), and probably were taken off of a MY1978 to MY1979, without during any serious research. The parts shown were installed on the upper rear of the engine on the driver's side. The air pump equipment was designed and installed on the 3.0 L engine for emission control purposes, and had additional plumbing that injected air into the exhaust and its gases on the bottom side of the engine.

The keys are probably for the silver round padlock that is shown in part in the last image.

Sometimes you just have to ask Google.

Thanks guys. Sorry to trouble you. Just got this car and there were a couple of boxes of spares and I wondered what they were.

Correct. I removed the smog pump from my 79 SC 30+ years ago. There should be a plate in the bottom of the engine compartment where the opening was covered.

You are correct. I bought a car and had it shipped to me but these parts were in a box. The catalytic converter was also taken off and luckily I was able to hunt one down. You guys are great thanks again!
