Default 1987 steering shaft bushing replacement

I am in the process of replacing the bushing in the upper steering shaft bearing. I have removed the steering wheel and I am inspecting the components. The three springs attached to the horn pad have a very rough surface. I would guess this is corrosion from the last 33 years? Can anyone tell me if I am correct or if the rough surface is intended? Also the three posts that the springs slip onto, which are attached to the steering wheel, are hard but with some flexibility. Are these intended to be soft or hard plastic parts. I see that Pelican offers replacements.

Thanks, Bill
