It sounds like you correctly started with the obvious of spark and fuel. However, CIS cars need a certain adequate fuel pressure to run properly. First confirm that your fuel pump is running (If it is running but is noisy, this may be an indication that there may be an issue). Turn the ignition key to on and with the air filter cover off and the air filter out, slowly raise the flapper until you can hear it run (it is often better to have a buddy do this while you are at the front of the car listening for the pump to come one. As mentioned earlier, if it does come one but is noisy, check the fuel pressures. If the pressure is OK, check the cold-start valve. If the pump doesn't come on then check the relay and fuses, but I suspect that it is since you can smell gas.

Next move to spark. Simply take a sparkplug out (Or use a spare plug)reattach it to the spark plug wire, ground it against the engine and have an assistant turn over the engine. If you see the plug firing then you have spark.

Let us know how all of this goes first, then we can go from there.
