Side Mirror question

Two questions:
I went to correct my side mirror last night so I loosen my allen bolt on the mirror and removed mirror from car. Underneith there was no bracket to tighten and it seems the only thing the hook that was attached to where I loosened the allen wrench was just grabbing onto the body of the car.That holds pretty well, it is more the bottom of the base that doesn't grab onto anyhing. The mirror will attach to the car but if you grab the bottom of the mirror base you can lift off the door. I was thinking instead of trying to fix this thing that I could just remove and weld a piece of one piece of metal over the three holes that the mirror anchors into. I believe I have seen this before. Any thoughts? Also, the weld guy asks what the car is made of what should I tell him. Is it just steel or something else.
