Default Front Strut Mount Q

I'm chasing a knocking noise in the front end of our '97 CS that happens when the car goes over any kind of bump in the road. Checked today and saw nothing obvious, everything is tight. Now I'm wondering about the upper strut mounts.

The last test I did while the car was still on the jack stands was to slide a lever under each front wheel and use it to move the wheel up and down slightly to simulate wheel travel over a bump. Each time I let the wheel back down there was a slight knock as the wheel reached the bottom of travel, and it came from the top plate of the strut mount settling back down (the large nut on the top of the strut is tight). I'm not sure if this indicates anything as the weight of the car normally has the strut under load, which pushes the top plate up as you can see in the picture below. This happened on both the left and right front wheel. Anyone have an idea if this is normal or indicates the mounts should be replaced?

Check the torque on that top bolt. It's difficult to tighten because the damper spins with the nut.
