It sure looks like one. If it's not, someone seems to have gone to a lot of trouble to duplicate one, right down to the air intake snorkel and plumbing, and the red shroud.

With that bit of information I would put the whole project at $65-75K. You could have a great time driving it as it is, or restore the body and leave the hot drivetrain in place.

Just got a response from the seller, he's looking at getting 90k CAD for the car. I feel like that's far too high for this car. Would you guys pay 90k for this car..... Needs a full engine out respray, other than that I could slowly revert to stock, but I would more than likely do a proper RSR look alike conversion.

You might be looking at genuine RS steel then. If you were to take the car back to stock, you want to make sure that stuff is properly removed. It is worth some real money.
