whos going to swap out the track tires?

Still up in the air about this. Those are the two options currently under consideration. By brand new I meant essentially never used.

it not the miles its the age; the composition of the tyre changes over time, the rubber's chemical composition changes and generally deteriorates ...

I'm not a track person so unfamiliar with this degradation of unused track tires over time. The only thing I've heard up to now is to be careful of dry rot in tires six years old or older.
