You can downshift from 7th to any gear. I just re-confirmed this on the road.

Anything else would be dangerous. If you had to brake for something on the road. You would wind up in a stall.

Tried it too...I smoothly shifted from 7th to 3rd on the freeway with no problems at all...so to summarize it...you can't shift to 7th unless your in 5th or 6th gear period, but can shift from 7th to any gear your heart desires.
