The 9000 limit is irrelevant if power peaks at 8250 and the gear ratios are fixed. You're already compromised and the difference will be inmperectible unless you were to drop right out of power band, whichI you won't.
On numbers - I spoke to guys at Geneva yesterday and think that no-one knows the final number, and that Porsche is keeping options open to demand. It's clear that this year will be very limited and that no dealer can meet demand or even close. It doesn't seem like definitely a short production window though. They were talking about cars being produced next (calendar) year.
All cars from May on will be MY16 designation, even in Europe which is normally different. So don't see Euro 5 as relevant.
My guess is capacity limited shortfall in numbers in 2015, then they will do PTS, more options etc in 2016 and will keep producing for a while, to help, but not to fully meet the demand.
In the UK, the 918 owners had to confirm yesterday if they were taking RS. If not, the dealer gets to reallocate. (However, if 918 customer does want to buy, but not from same dealer for whatever reason, they can transfer 'personal' allocation elsewhere.).
The Swiss dealers were saying that most 918 customers were not taking up allocations, but I think that's different elsewhere.

Maybe we should start taking over/under bets on the number of cars. How many think 600 to 800, 800 to a thousand or over a thousand?

If there is 1000 buyers there will be 1000 cars! Economy is good and Germany likes the new strong dollar. I don't blame them! I don't really understand why they wouldn't make as many as they can sell? Did they limit the number of RS for the 997 or was it just the bad economy that held sales back?

That doesn't make any sense. The sort of person wanting an RS isn't going to get a GT4. They are going to buy an R8, AMG GT S, 488, Huracan, or any other 200+k car. It would be foolish of Porsche to not build as many cars as there are buyers, and Porsche isn't foolish.

After speaking to 3 dealers today, I was told by all 3 that they expect less than 700 GT3RS's coming to US. 1 of them told me that they will know by end of this month their allocation for this model.

That doesn't seem unreasonable for the first model year. There is probably about half the market of the regular GT3. Still, I believe Porsche will build as many of these as there are customers. Otherwise they'd just be pissing away money.

Have heard 725 from a couple of dealers, my dealer is at a meeting with PCNA today so might have more information this afternoon on allocations.

I think that some are overestimating how much true demand will exist for a 200k spend on a 911. There is a natural limiter on production here because if Porsche built one for everyone that is a true buyer it will still be limited numbers. I am in the camp that they will build as many as there is demand for, which I wouldn't be surprised if it is about half the regular GT3s or even less
