I jumpered the ISV ports but can't change idle.. why?

That's possible. Or the adjustment port is clogged up? Or you didn't jumper the ISV correctly? If you weren't 2500 miles away I'd come take a look, but surely there must be some nice experience rennlisters nearby who could help...anybody?
