Are early 80's 928 keyblanks the same as 924 and 944?

Everybody that knows how to properly cut 928 keys will have a stock of blanks and have no interest in using a customer supplied blank.

Anybody that cuts keys and doesn't have a stock of blanks may be looking at cutting their first 928 key.
