The top bold does not have enough clearance from the HPFP for the lower bolt tool to clear. So reconfigure the tool and also turn the bolt about 1/2 turn. Now that you are satisfied that both bolts are loose, remove them by hand. I found that the socket caps was nice to have to grab.
