Default Tire repair opinion needed - Safe to repair?

I have a tire sitting around that has a plug in the outer shoulder area, I'm thinking its not safe to run on even if I pull it out and redo using patch/plug. The buldge looks questionable. Looking for a second opinion on whether its going to be safe or not.

If on the contrary, it IS repairable, what is the best way to do it?

The tire is a Goodyear Silent Armor.

What's it look like on the inside? Is the damage all the tread portion, or into the curve of the shoulder?

I'd use it, keeping close eye on it. You're good as long as you dont see a bubble forming.
