Anyone got any recommendations on purchasing a second hand set of 3-piece BBS Magnesium race wheels - should I get them tested?

Depending on the size, there were some problems with 18" centers a couple of years ago, BBS could tell you by serial number if any were affected. I would recommend replacing the bolts and seals, so you're starting fresh. BBS Racing in US will provide bolts and seals at no charge, you may have to buy them there. Bolts are torqued to 145 inch lbs, dry.
