Your independent appraiser doesn't need to inspect your repaired vehicle for any good reason, they just need a copy of the repair estimate and the new car sticker if it is a newer model. In fact, doing physical inspections is one way many DV appraisers pad their invoices. You can hire an appraiser from anywhere, just make sure not to use one of the ones that uses a formula because the insurance company won't honor it.
