I'm not 100% certain on this but believe that RUF VIN cars are Purchased from Porsche as a body in white and then custom built and assembled to the Customer's or RUF's specs and they receive a VIN # that starts with an R.

Cars that are originally sold by Porsche and then converted by RUF carry a Porsche VIN # and a RUF conversion #. RUF VIN cars are worth more than converted cars as RUF only builds about 30 cars a year. In most cases RUF converted cars are worth more than a standard Porsche car or one converted by another tuner.

Ruf is a manufacturer. He buys the body in white cars from Porsche. He puts his designed parts,engine,suspension and electronics then assigns his own vins. The conversions are cars that started out as Porsche vin then added Ruf parts. Ruf vin cars are usually worth more than conversions. Though many conversions are done to perfection.
