Outlaw means different things to folks but most will agree that it’s modification of a car from stock. Most people would also require that the car have some performance enhancing aspects to it vs just cosmetic to be called an outlaw. This car has a 3.6L vs the stock 3.0L. As well as the aftermarket exhaust.
