Information provided is plausible. Local authorities/police report information to Carfax, insurance companies usually don't. He could have reported damage to the police but it was too small to bother with an insurance repair. For it's selling price and pending PPI with a mechanic shop and body shop or a reputable high end detailer with a paint thickness gauge, i think this would be a good car for consideration.
I was wondering the same. Did the OP report it to the insurance co to collect a claim? If so why didn’t he repair?
If the OP fixed the car, he probably had a lot more to explain and may not bring the value up any better since it's on carfax. Rather take the claim money and sell the car as is and try to get back as much as possible.
