Cutoffs in place of secondary cats

Cutoffs in place of secondary cats
I have a 2000 986 3.2 F-stock RC.
I am currently using a race header (no primary cats) and the stock secondary cats and header.
I'd like to improve flow through the exhaust and maintain my ability to make sound levels at various local tracks (e.g., LRP) while other places (e.g., WGI) I can run wide open.
There is no good single exhaust system approach to this problem. People up here either play with turn downs and hope for the best or run multiple exhausts.
I was thinking of replacing the secondary cats with a bypass pipe (Fabspeed has one) and inserting a cutoff (manual or electric) around where the secondary cat would normally be.
Thus, I can run 'quiet' which is race headers, no cats and the stock muffler,, cutoffs closed or 'open' which will open the cutoffs pointed downwards.
Thoughts on this approach? Issues?
