What are these circles on the Central Tach?
I would guess it's some cheap decay of the plastic?

It's the secret cameras used by the Deep State to track your eye movements relative to any political signs and/or bumper stickers.
Put a wad of well chewed gum over it and worry no more.

Is this on the outside or inside? Have you accidentally splattered a beverage on it? Does it wipe off?

Even if the plastic is degrading, you should simply be able to wipe off the damage, if it is on the outside.

If on the inside, have you (or a prior owner) ever disassembled your instrument cluster, perhaps to install red dials? If so, open it up and wipe off. Someone could have splattered a few drops of a beverage or chemical accidentally while working on it.

Possibly dirt? I had some on the sport chrono dial (see near "35") when I took delivery. Dealer popped it open to replace the dial thinking it was damaged, but it was just dirt.

I know the car is exciting, but you gotta keep your pants on when you are in it so you don't get stains like that!

Don't know if outside or inside. No damage and no installation.
Looks like some weird type of decay. Almost has a rainbow like sheen to it.
