Often found in an OEM MAF to get a reliable reading on the sensor, but I can't think of too much purpose if the car didn't have one originally.
Used after a fan, some manufacturers have reversed vanes to try to stabilize the airflow and straighten it out, but that doesn't appear to be this product's application.
There are many claims to spin or straighten airflow in the intake for fuel economy, but none with any proof of results that I've come across.

The honeycomb type has been used in 928s before the maf and it does straighten out the airflow and get a better reading in cars with a supercharger or other non stock intake.
The stock intake is pretty linear so you wont gain much from installing anything to straighten the flow.
