Left side was just repainted, nothing was damaged in order for repaint. Clean car fax. Everything works except for the AC

Was there paint damage or rust? Wondering why only the left side needed paint if there was no accident. Why was the AC belt removed and when was it removed? Will the AC work if the belt is replaced or does it need a new AC motor or unit?
