Nope, don't need to remove bumper cover. The 2 expanding nuts fit in the square hole in the bumper cover. Might be blanking plugs in bumper cover now. If so, those should just pull out. See parts reference attached. Available many places as a kit.

Easy and nice. Spacers give a proper slant to license plate.
The more I think about, if my memory is correct, you don't need the bumper nuts as the spacers fit and expand inside the square holes. Heres another great source.

This is my solution, just use the square expanding nuts that fit into the bumper, put new holes in plate and screw to bumper. I don't run the front plate currently but if i need to it's ready to go

+1 on "Tow-Hook" mount for my front license plate as I take no chance living right across of my town Police-Station... I think I got mine on eBay, it's been a while now. Cheers,

I can't figure out how to make this work. I can use the longer (4.2 x 32) screws to attach the spacers to the bracket, but I still need a way to attach the bracket to the car. If I put those expanding nuts in the bumper cover, those longer screws in the bracket are too short to reach.
What am I missing here? You can see a factory diagram here, but it's not particularly useful because many of the existing parts have been superseded. For example, the mounting bracket I have supersedes the old #29 part that's shown on the diagram.

Yeah that diagram seems like several iterations of this thing ago. Mine worked close to that, in that the spacers themselves attached to the bumper. Have you tried placing the white things in the front of the spacer, then placing it in the bumper cover? That might make the screw length a little more useful.

The screw isn't actually long enough to come all the way through.

If the screws aren't long enough to do that, you might just go down to Home Depot and get longer ones of the same width. Sounds frustrating!

Not sure if it's to be used instead of or in addition to the nuts that I have.
Those look great, but I'm a bit OCD for keeping things stock.

I'd recommend going with the toe hook mount if you're set on getting one. Mine came with the factory mount that someone posted above and when I removed it the front bumper had scratches that have gouged through the paint in places in the shape of those square mounts. The bumper plugs weren't big enough to cover them either so now I'm left with the option of a hideous front plate, or some visible scratches on the bumper. I opted for the latter but if you can avoid it, I would.
