Most of the debt ($4.7M) is to Indycar. I'm guessing there will be a lawsuit against the city and the community organizers who killed the deal.

IndyCar will pay $925,000 toward refunds for customers who purchased advance tickets to the cancelled Grand Prix of Boston under an agreement with Attorney General Maura Healey, who yesterday sued race organizer Boston Grand Prix LLC and its CEO John Casey to recover all remaining money owed to ticket buyers.
