I had a similar problem with my 04 c2 . It would click but intermittently not open . It turned out to be a failing actuator . These are cheap and takes about 5 mins to change .

I ended up using tarrett toe links , it worked very well . Easy to do . I canít see how shims would work even half as well . If they did , there would be a kit on the market
