To add an avatar (picture by your username):
Click "User CP"
Click "Edit Avatar"
Either select a stock avatar from the list provided by clicking the radio button and Click "Save Changes"
or
Create a custom avatar (maximum size is 200 by 200 pixels or 19.5 KB (whichever is smaller)).
Select "Use Custom Avatar" radio button
Click "Browse"
Select the custom avatar file you created
Click "Open" to upload the file
Click "Save Changes"

Resizing a photo
It depends on what platform (PC/Mac) you have and what software you are using.
What works well regardless of those considerations is www.resize2mail.com
on that website....
Click on "on your own"
Click "Browse..." and select your picture file then Click "Open"
enter 200 in the maximum width box
Click "Okay"
wait (it is slow)
Click on "here" to download your image
Click "Save"
Enter a filename then Click "Save" again.
