Cloudfare doesn't like VPN's. I guess they 'think' they're just IP spoofing, which is true even if the intent is not malicous but how do they know that.
But even on my home network, no VPN in play, sometimes photo's don't display.
i think you've pretty much nailed the reason for Cloudflare's approach. as to the oddness with photos, the gallery and the forum are technically separate items behind the firewall, so there could be discrepancies between their Cloudflare/vpn/whatever settings. This stuff is over my head, clearly.

Funny, over the last couple of weeks I've had reason to spend an inordinate amount of time on a specific Federal Govt website that sits behind a cloudfare firewall. I swear they use it to intentionally throttle traffic!
As mentioned , I'm in Singapore , and have noticed the cloudflare checks recently , but only from about May onwards the pictures don't load.
Strangely the pictures before May still load as per normal.
Forum works as per normal , with the exception of pictures.
In Singapore, no VPN.
Have tried multiple ISPs
My office
My home and also my Telco on 5g on my phone. Same schtick.
I notice the cloudflare check on other news sites I read , but no degradation on loading pictures.
Tried Microsoft edge, chrome and Firefox , all the same.
Cleared cookies , history as well.
Understand if it's a setting you can't change on your end , but just trying to figure it out
