In any case, the person you backed into likely did not have insurance and did not want to get in a situation where he could not produce insurance info to someone who may then report to the police, he is then up the perverbrial creek with no paddles.
BTW, this is why I always, always back into a parking spot, unless I have to load/unload something large.
