Much of the electronics in cars of al kind come for ChiNA, as does my iPhone among other things - if the component is up to Porsche quality, why not? I would assume Michelin tires come from France for instance.....

China is more than capable of make top quality products but unfortunately they are more known for making cheap and crappy quality products instead. They make what the customer wants so blame the customer .

I wouldn't worry about made in China I'd worry more about the difference is parts cost between a $400K Porsche and a base Carrera! (Hint = its a lot less than you think! :-) )

Jut like any other country, they make what the customer (vendor) wants. The quality that comes out of there is dictated by what these vendors want. They want low quality, cheap products, then that's what they make for them. GM has engines made in China that are very reliable. You wouldn't know it came from there unless you looked it up. Some of their smart phone are as good as the leading brands. They can and do make good stuff but the public perception is that if it's made in China, it can't be good.

As someone who works in the automotive industry for a parts supplier ... there's a big difference between Engineered in China vs. Manufactured in China. To use the iPhone reference from within this thread, take a look at the back of that iPhone : " Designed in California, Assembled in China".
At the end of the day Porsche is in the business of making money and their purchasing department isn't about to overpay for components. Not that I know anything about this particular part but my guess is it's from a German or multi-national supplier that Porsche works with which has simply setup a manufacturing facility in China. And that part was probably designed in Germany and produced at their Chinese plant which operates under the same guiding principles as their home operations.
Where the part is built is going to be highly dependant on the nature & value of the part in question but in most cases China is the only way suppliers these days can be competitive in the marketplace. But it doesn't mean the quality isn't there.

The part in question looks to be the mounting bracket that the intercooler is bolted to - a metal stamping, I wouldn't be too worried about made in China or quality issues on that part - not like its the turbo impeller or anything like that.....

If you see any automotive carbon fibre parts on any car think China, they produce the stuff cheaper than anyone else even the Britons who have lead the way in advances in the CF Industry are partnering more and more with Chinese companies.

Country of manufacture is no longer important these days. Our cars are made in Germany by workers from Turkey. If you ever walk around Stuttgart city center you'll question yourself if you're actually in Germany.
Still a hard pill to swallow when you spent $400k on a car.
