a bull dozer tractor on track. in those conditions. foolish. in normal conditions, its maybe maybe tolerable as the track has grip and drivers are the best in the world and the flashing yellows slow everyone a bit. in a monsoon, thats insane to have had a live race, no safety car, with a bulldozer. bulldozer vs F1 car is a non-competition. hope he recovers ,because that was brutal.

Double waving yellows in F1 is equivalent to "safety-car" speed and they must be prepared to bring the car to a full stop during that zone, however it is the drover's responsibility to get down to that speed in the area affected. At the time of the accident it was hardly a monsoon.
Having said that, a full course yellow and safety car deployment would probably be a safer option.
Man I wish we had access to his telemetry, that would tell us the whole story.

While a double yellow seems quite appropriate for what was happening, could someone explain the fellow in the #12 flag tower in the upper right of the frame waving a green flag?

Whoa!! I watched the race live, they didn't show it as you may all know. But after seeing this, I feel horrible for him... I can't believe he survived that. God bless him and his family... I hope he can make a decent recovery. Poor guy...

It sounds like he is going to pull through from what I read. Thank Goodness.
The wheel loader he ran into weighs about 9 tons about the same as the wreckers they use over here.
