I always use vintage Honda Z50's. They're a big hit, and everybody has a Honda Mini Trail story.
You can even get a huge flat luggage rack to bolt on to the back. Cupholder optional.
This is one of the last ones I restored - a '71 longtail with a 75cc big bore kit. There are numerous engines available in this configuration - all the way up to a DOHC 125cc monster.

I have a Yamaha WR250X, I ride it around the neighborhood and to work occasionally, double duty as an oversized pit bike. Great lost cost fun, doesn't cost much used and then holds it's value.
Scooter is more useful, but not nearly as much fun, and you don't have to ride a scooter.

I have the larger Zuma.
-Street legal - easier to deal with at some tracks and I drive it to the gas station
-carries 2 people and I am a big guy
-no clutch makes it easy to carry ice, trash, gas.
-storage under the seat for water, tire pres. gauge, enduro pit stop supplies....

I wouldn't jump on a freeway with it, but it's plenty capable on surface streets.

Only kicker is that some places (at least in the past) require license plates for those whereas the under 50cc aren't in that category.

This was not my decision maker, but I think there are a few tracks (Road America?) that have issues with non licensed vehicles like small scooters and golf carts. Having a license makes it OK to have it there.

I've picked up a couple of those in package deals, and found a pristine one-owner example from WI that was titled and street legal a couple of years ago.
I still have the NOS Honda rear foot pegs and rearview mirror that the PO threw in with the deal.
