How many DE's do you need to have before you can progress to the next class/level?

It all depends up the student. It is quite variable. The TX PCA regions have a very specific set of criteria for promotion that you can use as a guide for judging what you need to do to get to the next level.
One very effective technique I've used when I felt close to a promotion was to ask what I needed to do to make the next run group. It resulted in either a promotion or a list of stuff to work on.
The TX run groups are Green, Blue, Blue Solo, Yellow, White, and Red going from newbies to instructor. LSR PCA Criteria for Promotion is pretty self explanatory.
This sport teaches a lot of lessons, one of them is life is not fair. There will *always* be somebody that learns faster than you. You just have to deal with it. Be aggressive about getting instruction, ride at least twice per weekend with an instructor. Consider letting an instructor drive your car.

1 to 30, depending on inherent ability, prior background in other sports, effort, quality of instruction, etc. In other words, just do your best and it'll happen when you're ready.

Burning Brakes
Speaking as someone who just progressed from green to blue: probably not as many as you or I truly need, but they don't want you to stay in green forever.
I have an older, momentum type car. Green group these days seems to be filled with newer 911s, Cayman Sssssssss, and other high horsey cars. I had just gotten to the point where I could hang with them in the corners, and occasionally actually pass someone !!!! when I was moved to blue. That, coupled with an undetected suspension problem at my last DE, led to me being a rolling roadblock in blue group.
It's natural to want to progress, and I know I was anxious to do so, but it does put added stress on you, with more passing zones to observe.

In truth, I think an instructor made that video to make everyone looking for advancement feel like an idiot. I feel like Oliver Twist asking for more porridge.
Please sir, I'd like some more DE.
I never knew there was an "evil Van" in addition to good guy Van.
