John Simone from San Diego built it, along with all of the other cars shown with checkerboard paint schemes. He builds the cars and makes basically everything himself, including the fiberglass bodywork, in his workshop. He does very nice work (obviously!).

It's John's personal ride, recently completed, it was still under construction when I saw it a few months ago. I haven't seen the finished car firsthand - I grabbed the pictures off the San Diego PCA webpage, from their last time trial.
