Two years ago I bought some harnesses for another car in January -- but they were dated the prior year -- since I had
to be on track that weekend -- I just lived with it.

However, My SpecBoxster FIA OMP harness has expired and my first event isn't until March 1st, when do the 2018 tagged harnesses go on sale?

I was recently looking for the same. I was told by multiple vendors that not until 2018 as the manufacturers don't release them until they hopefully move all their old stock or we get to January 1st, whichever comes first.

another thing to keep in mind, the FIA spec is changing for 2018 and we have been told prices will increase significantly on some brands

if you get a belt with current dates, they will be good through 2022, so you are getting 5 full years of use out of them

Anyone other than scroth make the double shoulder belt hans harness? I have seen them non-scroth on other pro drivers.

Sabelt said they offer the double shoulders on their INDY Car and NASCAR models - but checking if they can be used on standard seatbelt models.
