Default Side window netting

Does anyone know what these small metal tubes/sleeves were used for that are welded to the drivers side cage? Are they for mounting a window net?

Most likely yes; the older 2-piece style with spring loaded rod ends. The rod end would retract on the spring, line it up and release, then the rod insert would secure the assembly into those sleeves.

Are there any of those sleeves up top?

There is one sleeve on top at the rear of the window opening and a seat belt type fastener toward the front of the window opening.
