What's the "U" shaped metal hoop on centerlocks for?

What's the "U" shaped metal hoop on centerlocks for?
I see pictures of certain Cup cars with a metal u shaped hoop directly attached to the centerlock portion of the wheel(s).
What are they for?

Joe's right, let me expound....
You put them on only when you're putting your car in the trailer, never to run on a track(think Ben Hur). You simply hook one end of your tie down strap to the hoop, and the other to the D-ring on your floor....
