Yes, and No. In that order.
If you're attempting to clear the cowl drains, I suggest saving you time and discouraging this course of action. There's way too much in the way to be useful even after removal of the plastic cowl.
Wiper arms come off the shaft somewhat difficult. I used a gear puller after removing the obvious nuts. They also have some sort of plastic retaining clip on the bottom side of the arm. Mine are broken.
