You're reading the request above wrong, which was for CARB certification. This federal-government URL that you provide is for the EPA certification, but many states (generally those that are strongly Democratic) require CARB (California) certification, as well. Many of us are waiting for that decision to come through, even though the EPA certification has been completed (meaning that buyers in non-CARB states can get their E-Hybrids already, but those of us in CARB states must await CARB certification as well).

I don't yet see any certification on the website??? I know it was submitted for approval a couple of weeks ago but it has to go through four levels of management approval and last I heard it was at the third level. What is your source?
