Default PPI's on late model cars (BMW)

I am seriously considering a used BMW in Hayward but have no idea how PPI's work on newer cars let alone BMW's. I follow the GT3 forums and there is the time measured at different engine rpm levels (1-5). Can this be done on BMW regardless dual clutch? Will BMW dealerships look over the car for me before purchase - reputable dealer in the area? The SF BMW dealer has a bad reputation. Also if I go through with it all - it will be purchased in California but for my home in the midwest. Due to winter also considering temporary storage in the bay area but that is $$$ as is sales tax should I license it here temporarily. Any advice appreciated - thanks.
