Mass inspection change starting Oct '17...

Just buy a car that is 15 yrs or older, then there is no emissions inspection in Mass, correct?
Recently found out NH has a 20 yr rule. Plus this starting Oct , sticker placement :

I had a bad experience when NH started doing emissions testing, didn't know it was changing. So any changes I like to try to give a heads up.

I talked with 'my guy' this afternoon. They haven't been trained on the new system yet. He thinks it won't be a big deal / big change.
My jury's still out.
From reading the regs, it could be worse than Kalif0rnia. Hell, I've got one car with real CARB-certified non-OE cats, but I didn't run across anything that allows that in mAss.
