Default Interested in the Bilstein and Springs
What’s the deal if I take the shocks and springs package price. Shipping to 40059.
Also what would be needed, or can I “bolt-on” with current hardware.

Where do you get the locking collar for the shocks?

I think you'd need to order from a Bilstein dealer. Here is a picture and with part number:
