We borrowed a page from the PCA Club Racing rules for those in PCOC.
If it's not in the rules, you can't do it.
As to an NHIS report, I'd say it is an excellent opportunity to counter allegations, or at the very least, display improvement

For those with some talent, it's easy to get reasonably quick, reasonably fast. That last bit of speed, the stuff that makes you R E A L L Y fast takes a lot longer, if ever.

I remember reading somewhere about the driver that was asked how long to wait before braking going into a turn. He said you wait until you see God. Another driver that was faster replied, You see God and then count to 3.
