Default Garage condensation control

Hello,
I have an outbuilding 1 car garage. Cement slab floor, not heated, no vapor barrier. I live in Vermont and at all times of the year I get near-floor moisture buildup from humid air contacting the cold cement. The moisture is causing rust on my rims and rotors if I leave a car parked for >1 month or so. I've put a dehumidifier in, but don't want to rely on this long term due to the energy usage. Any suggestions on a floor "treatment" that can prevent the moisture? I'm thinking maybe lay a 1in high wood "fake floor" and then laying down a 1/2 in think rubber "gym mat." But, I'm not sure if this would fix the problem.

Any ideas?

Is the garage insulated? A small heater or two may do a better job at preventing condensation.

no, not insulated so a small space heater would not make any difference.
