Generally speaking, is this pass open at the end of March? I believe there's an option to put the car on a train or drive it through the tunnels and avoid the pass, correct?

Generally Gothard and most of the "Cols Alpin" opens between end of May and Mid of June... depending snow...
This year for example, St Bernard was June 10th ;-)

And for me best period for an Alps tour is 2nd half of june...

-Roads just opened
-Chance to still get some snow in high altitude (nice and impressive pictures)
-mountains starts to pickup flowers
-no too many tourists...
