Sorry about this late reply.
You can do the DIY option with turpentine bought at your local hardware store or try some this from Hi-Temp http://www.topoftheline.com/tarwaxremover.html
The general method is to apply the product, let dwell and then rinse thoroughly.....they may need to be agitated with some scrubbing. A Mr. Clean eraser sponge works great but go easy as it can possibly scratch.
You may also want to try some baby oil. Works great when tar gets on the skin.

Steam Vapor - Yep I use it all the time and did my rims a few months ago with great results as well. I use the steam on the undercarriage components and it works very nice.

I actually got a product called Tarminator, by Stoner. Worked excellently! Took the tar right off with just a few wipes! I highly recommend it, if you don't have access to a steam machine.
