I want to mount my brake controller to this area, but don't know if it is an airbag.

The pad is above the driver's right knee. It is a pretty solid pad, not hollow.

I have it on right now with sticky backed Velcro, but want to put two short self-tapping screws in the bracket instead of the Velcro.

For me, this is the perfect spot to put the controller, but don't want to screw into an airbag.

Anybody know if this pad is an airbag? It has no markings on it.

Did you intend to post a photo? I don't see one.

Air Bag panels are generally identified with SRS molded-into the panel covering the air bag. Could just be a knee pad for protection.
