I use the charger that comes with the car outside in Iceland year round. It's basically water proof, as are the connectors.
(I do of course do my best to protect it from lots of water, and you'll need to do something about the outside plug if you have sideways rain like we do).
AFAIK the "Dock" is just a very expensive plastic housing for the charger. I am making my own this summer.
I was in the same position a year ago and picked up a 2011 hybrid.
My wife is a bit of a tree hugger and will only drive hybrids. I honestly didn't even know there was a Cayenne hybrid, let alone one in our price range.
We traded in her Prius and picked up ours for around $34k if I remember right. In love with it.

No change required, the SEH like all EV's only uses about 80% of the batteries capacity.
The 20% buffer is there to keep it from undercharging or over charging.
Battery pack is electronically controlled, and temperature cooled. Heat is what hurts battery capacity.
For instance, my SEH indicated 0km EV range left, but the battery gauge indicates about 22% left.
10 days with my SEH, did 1200km (750mi) with the gas tank from the dealer.
Multiple charges, twice a day. 35km to work and back all EV.
Very happy so fare.
I haven't had a real emergency in this one yet. But whenever I have had to stop in a hurry it always surprises me how well it stops. I don't trust it as much as I did my Turbo by the end of our time together, but I had that a few years...
I have had just about all combinations and this one is a little scary at times, the weight distribution is obviously different compared with the others, this gets a D for brakes from me
not arguing about an emergency stop, it stops, its the lack of real proportionality in every day driving
I actually enjoy the extra involvement that hybrid braking entails, but I know it got the car bad reviews.
I know also it is improved in the latest Panamera update, and I am sure that is coming to the next gen of Cayenne.
But it will always be there to some degree.
If you just want to jump in and drive this generation of hybrid like a normal car then it's probably not the car for you. The braking feel varies massively between ICE and all electric. And when you transition from one to the other you have to re-adjust on the fly. I don't mind this, but it was certainly a learning curve. If you have been driving on all electric and the ICE kicks in, and are relying on regenerative braking to slow, the next time you brake you feel a bit like the brakes have gone soft, for example. There is simply less regeneration available at the brake pedal when the ICE is running.
There are also some odd characteristics like as you come to a stop the car will actually feel like it is pushing against the brakes and wants to rear end the car in front, so you need to apply a little more pressure progressively as you slow. This is if you are bringing the car to a complete stop without any physical braking, just regeneration.
I felt after a couple of thousand miles I was at at the point I had the muscle memory to get almost 100% regeneration as I slow in town driving situations on all electric, and just "know" the new braking points when the ICE kicks in, or out. And "sailing" is something I really enjoy on the open road.
One up side is the more you use regeneration the less brake wear you have. So not only are you saving fuel you're also saving on maintenance to some degree.
Flip this all around, put it in super sport and drive hard and any regenerative brake niggles / feelings are gone... for me anyway.
I agree with all the other points you made. I get 'why' they act that way, but during my arguably limited times driving one I did not feel myself likely to become accustomed to it. It was just... odd.

They grow on you.. But I am definitely at the extreme end of the Porsche / Hybrid nerd scale. =)
