Yes as long as the turbo is not an S.

I don't think PCCB was an option for the 2006 Cayenne.

955 turbo and S model cars are fitted with 18" wheels as a standard feature. There were optional 19" and 20" wheels available. The 2006 turbo S model has larger brakes than the standard turbo and S models and will not accept an 18" wheel.

For the 955 series Cayenne, the turbo and S models share brake components, although the calipers are painted red for the turbo and silver for the S. They are exactly the same size.

I run 20" Sport Techno summer wheels and 18" Cayenne S winter wheels. This arrangement would work perfectly on a turbo also.

In the later generation cars (I believe starting with the 957), the turbo has larger brakes than the S and PCCB became an option which does require larger wheels.

To add a bit more detail, for 2006, option CJ6 was the 18" Cayenne Turbo Wheel and was $500 IIRC. At this low cost, why any Pigs were ordered with the 17 in wheels is beside me
